Changing Images of Dhemaji

It stands tall with its exquisite architectural features in a very special place. It stands as an embodiment of man’s spirit against terror and destruction. It’s a building, christened as “Children’s Educational and Career Development Centre’ (CECDC). The main objective of this centre is to increase the positive efficiency along with extra curricular activities of the children by providing the facilities like Computer Training Centre, Cinematic-preview threatre cum drama workshop, Art & Craft Centre, Doll’s museum, Conference Hall, Library cum reading room, music room, auditorium with 400 seat capacity, Cafeteria etc. All these facilities are well equipped with state of the art technology. To maintain the NRC (Noise Reduction Co-efficiency), the proper acoustic treatment has been provided. With branded push-back, high cushioned chairs, central air conditioning system in the cinematic theatre and library, a 65inches large screen display in the Art Centre, a noiseless 40KVA generator for uninterrupted power supply automatic gates, lift, the centre is ready to serve for children’s educational and career development. But one must not come to the conclusion that the centre described here is situated in any of the metros in this country. The CECDC is in Dhemaji! A few months back the people of this economically backward district couldn’t even dream of such a centre for their children. But it all became possible with proper vision, mission and action of the Govt. of Assam and the financial assistance of Rs. 5.00 crore from Rastriya Sama Vikas Yozana (RSVY). On 15th August 2004, Dhemaji had to experience the worst and most tragic incident of its history-the infamous Dhemaji bomb blast. The CECDC has been raised at the very spot where the tragic incident took place. It is meant to display man’s will and desire for success and betterment against all odds. If you come to know about the construction works that took place during the last 12 months in Dhemaji town, you will readily agree to attribute the tag “fastest growing town” to it.

Dhemaji Stadium: There is no dearth of sporting spirit and talent in Dhemaji. But Dhemaji did not have a good stadium. There was a dilapidated indoor stadium in the Government land reserved for Dhemaji stadium. But Dhemaji town, the district headquarters should have a modern stadium and hence, a financial assistance of Rs.42 lakh has been granted for it. And now Dhemaji Stadium is ready to be inaugurated. There are three turf cricket pitches, an echo synthetic lawn tennis court and a gymnasium hall with gymnastic accessories available in the stadium. The dilapidated indoor stadium has been renovated for the sport facilities like badminton and table tennis court with wooden floor. Besides 24hr. water supply facility, electricity, drainage, toilets etc. the stadium now has a RCC stage and an underground office for Sport Association, Dhemaji. Some works like earth-filling are done under NREGA in this newly built stadium.

Dhemaji Park: Dhemaji town can boast of another jewel in its “development crown”---the Dhemaji Park. With1000 mtrs length and 30mtrs width, solar lights and attractive facilities for children, it is the longest park of the state. With Rs.90lakhs from NREGA and 40lakhs from RSVY, total Rs. 1.25 crore has been spent to construct the first ever park in the Dhemaji town. The park was built in a record time--construction started in Nov. 2008 and the Hon’ble CM of Assam inaugurated it on 17th Feb.2009. The stream of town dwellers, not less than 100 in number, to the park in the evening bears testimony of the fact that they have been waiting for this for years.

Tourist Lodge: The Dhemaji town serves as a gateway for some business hubs and small towns like Silapathar, Jonai in Assam and some important places like Pasighat, Along etc. of Arunachal Pradesh. The ongoing Bogibeel Bridge Project also enhances its importance. But Dhemaji town couldn’t provide modern, hygienic lodging facilities till last year. The necessity of such a facility was felt urgent and as a result Tourist Lodge, Dhemaji came in to existence. The lodge, run in a PPP (Public Private Partnership) model is situated in the heart of the town. The lodge consists of 13 well furnished rooms among which, three are meant for the VIPs. The lodge built with Rs.40lakhs from RSVY and was inaugurated by the Hon’ble CM on 17th Feb.2009.

Miscellaneous: The Dhemaji District was created in 1987. But Dhemaji town, the district headquarters didn’t have till the year 2008-09 a proper library building, a public auditorium, hospital in the town, street lighting etc. Now the newly built public auditorium and library building stand side by side in a prime location of the town, dazzling. While the auditorium (construction cost 1.20 crore) has all the modern facilities that an auditorium should have, the library consists of separate rooms and hall for children, general readers and research scholars. The library building constructed by spending Rs.1.00 crore from the untied fund was also inaugurated by the Hon’ble CM of Assam. Dhemaji town now bears a new look and surprisingly enough, 90% works for this new look have been executed within a period of 6 months. People of Dhemaji could not think of street light facility one year back. But with Rs. 76 lakhs from RSVY, now the main streets of the town (including road to the civil hospital, to the railway station and Dhemaji park) are illuminated with street light in the evening. The Civil Hospital of Dhemaji is situated some 3 kms away from the town. One can easily imagine the problems people have to suffer for this distance. Now there is a urban health centre (built with Rs.46lakhs from RSVY) in the heart of the town. Now the common people can also avail the evening OPD service in this centre. Dhemaji District is having vast potential in agro products such as turmeric, mustard, silk etc. which if capitalized properly can go in a big way for economic upliftment of the poor people. The district administration, taking opportunity of the SHG movement, has been doing a lot in this field. The Farmers Club cum Technology centre in the town for turmeric production and the magnificent oval shaped SHG Haat at the entrance of the Dhemaji Park for display and marketing of SHG products bear testimony of the District Administration’s endeavour.

Cocoon to Saree Centre:- Dhemaji District is blessed with having all stages of silk production, reeling and weaving. The value edition for each stage is being done outside. It is estimated that in the final preparation of silk product worth Rs.100/- only, Rs. 12/- are flowing into Dhemaji District. Hence, under SGSY Dhemaji District Administration has taken up one centre which starts with Cocoon and ends with final product. This centre called “Cocoon to Saree Centre” will serve the tradition silk producers, reelers and weavers.

Town Roads: Most of the town roads are newly built. These newly bitumen laid roads are constructed under Additional Centre Assistance worth Rs.8.5 Crores.
Many of the schemes were inaugurated by the Hon’ble Chief Minister of Assam on 25th October, 2009.
